This set is made of papier-mâché. It is probably from the late 1960's or early 70s. The colors are very bright and fun. I have seen them in other florescent colors, too. More often I've seen very similar figures of clowns from Mexico. This is the story that I was told long ago about the history of these types of figures: During World War II, when people were immigrating from all over Europe to the America's, a group of Russians immigrated to the Tonala Mexico area. They heavily influenced the art culture there and came up with these very inexpensive figures to produce. I can see the Russian influence in the eyes and flowers. They do resemble Russian dolls.
